L. Barry Goss, PhD, CEO and Chairman

Dr. Barry Goss is Pro2Serve’s founder, Chairman of the Board, and Chief Executive Officer. He has more than 40 years of experience developing and growing technical products and services businesses. He has demonstrated success at two Fortune 500 companies, where he built and led successful multimillion-dollar engineering and environmental services businesses, and has founded and grown several for-profit and nonprofit businesses. Dr. Goss serves on several additional corporate and nonprofit boards and is actively involved in community improvement activities.


Mark DeGraff, President

Mark DeGraff has 36 years of experience in executive leadership and business development in the nuclear operations, energy, and technical support markets. His operations expertise and experience cover all aspects of operational readiness of nuclear facilities, with particular emphasis on safety class systems, structures, and components, together with the integration of all related systems. He is an experienced NQA-1 lead auditor and has previously led assessments of major DOE/NNSA nuclear projects and processes throughout the U.S. He leads Pro2Serve in providing services to DoD, DOE, NNSA, and other Federal agencies through offices strategically located nationally.

Mark Haub, Chief Financial Officer & Treasurer

Mark Haub, a Certified Public Accountant, earned his MBA in Marketing, Management & Strategy, and Finance from the Kellogg School of Management at Northwestern University and his BS in Accounting from Illinois State University. He has over 29 years of experience as a senior financial executive spanning government contracting, higher education, manufacturing, distribution, and retail in domestic and international markets. Mr. Haub has negotiated terms to secure a multimillion-dollar equity capital infusion to fund corporate growth initiatives, led the substantial improvement of product and services bids through implementing market-driven bid processes, played key roles in the development and execution of strategic business plans that substantially improved cash flow and new product gross margins, and provided financial and operational leadership in an entrepreneurial venture resulting in substantial revenue growth.

Jeff Salyers, Executive Vice President

Jeff Salyers has over 28 years of proven success in managing diverse corporate operations, including business management, project management, and business development for several engineering, technical services, and manufacturing firms. His expertise includes strategic planning, contract and project management, earned value management, finance, accounting, and purchasing. His wide-ranging experience supporting Defense, Energy and commercial clients gives him a unique insight into the problems our clients face and the ability to bring creative and cost effective solutions to bear. He oversees all Pro2Serve operations including Energy, Engineering and Environment, National Security Programs, and Portsmouth Operations. He is responsible for leading strategic planning and resource allocation to achieve customer goals; ensuring quality control of all services and deliverables to ensure client satisfaction; and maintaining client relationships to facilitate our customers’ success.

Del Baird, PE, PMP, Senior Vice President / Director of Engineering and Environmental Operations

Del Baird has over 30 years of experience in project and program management with environmental, engineering, and engineering-related projects that include managing design/build projects; managing and scheduling the labor force to perform corrective and preventive maintenance activities; and performing compliance sampling and reporting, operations of groundwater treatment facilities, remedial investigations, remedial actions, feasibility studies, and D&D projects. Over his career, he managed numerous complex projects at EPA, DoD, and DOE sites and for private industry valued up to $68M annually. His most recent project assignment was Program Director of Pro2Serve’s technical support contract at Paducah, KY, where Pro2Serve supports DOE in transitioning the leased gaseous diffusion plant back to DOE, which included the development of fully DOE compliant DSAs and SMPs.

David Evans, Vice President / Division Manager, National Security Programs

David Evans has 33 years of high-visibility leadership and management experience in high-risk military and business environments. Mr. Evans is responsible for the leadership and management of the National Security Programs (NSP) Division consisting of six geographically separated business units located throughout the continental United States. Mr. Evans’ division supports a client base consisting of NNSA/DOE, Department of Defense, and commercial nuclear power industry customers with a wide variety of nuclear physical security issues, including security project management, security systems design and engineering, integration, software development, vulnerability analysis, modeling, threat analysis and cybersecurity/information assurance. Mr. Evans’ division also provides security system installation, integration, maintenance and life cycle planning. Mr. Evans is a retired USAF/ANG Colonel and led the critical $250M design, systems engineering, installation, test, systems accreditation, and FOC cutover of the USSTRATCOM Pilot unit for the distributed strategic nuclear command and control mission. He has another 10-years’ experience in Federal Acquisition Regulations (FAR) serving as Senior Subcontracts Administrator and Group Leader responsible for a $100M+ portfolio of contracts supporting DOE/NNSA.

Dennis Morgan, Vice President / Division Manager, Environment

Dennis Morgan has over 39 years of experience in project and program management associated with environmental management, D&D, environmental and safety compliance, construction management, and detailed design projects. Over his career, he has managed projects at various DOE sites incorporating conceptual project development, budget and cost control, technical scope control, team building and management, workload analysis, and contract negotiations. His extensive D&D experience includes identification of contaminants of concern; evaluation and selection of D&D technologies and techniques; waste stream control, treatment, and disposal; and waste volume estimating.


Beth Pearson, PMP, Vice President, Environmental Division

Ms. Pearson has over 20 years of diverse technical and engineering experience managing and executing multiple contracts and task orders, and has been with Pro2Serve for over 12 years. Her specific experience includes program and project management associated with environmental design, environmental field investigation and remediation, project controls and baseline management, estimating, regulatory document preparation, and D&D and construction projects within CERCLA, NEPA, RCRA and UST regulatory frameworks at various DOE and DoD sites. Ms. Pearson is currently the Program Manager for Pro2Serve’s DOE Oak Ridge Office of Environmental Management Technical Support Services contract and is responsible for monitoring and maintaining performance of all resulting task orders.

Lesli Alcorn, CCM, Vice President, Contracts

Ms. Alcorn has over 19 years of direct federal and commercial contract management experience, primarily with Department of Energy, U.S. Army Corps of Engineers, and General Services Administration contracts. Her experience includes direct interaction with contracting officers at the federal level, change order management, and subcontracting and procurement management on government contracts with a combined valued of ~$100M. She regularly supports proposal efforts on complex opportunities by writing contracts/subcontract and procurement management plans, small business subcontracting plans and managing business volume for submittal to federal agencies. Ms. Alcorn brings combined management experience to comprehensively manage both small and large complex projects such as IDIQ contracts with multiple task orders. Ms. Alcorn earned her Master’s Certification in Contract Management through The George Washington University, School of Business in 2017.

Marc Norris, Vice President, Business Development

Marc Norris has over 39 years of experience providing technical and management leadership for a diverse range of projects and activities including environmental management, remediation, engineering, training, logistics, operations, information technology, and security. He leads full life cycle business development activities from lead identification through capture management to bid and proposal for major contract vehicles, task orders, and delivery contracts. He collaborates with division managers and other corporate staff to formulate business leads and develop capture strategies, to form teaming relationships and agreements, and to support/lead bid and proposal activities.


Eric Dangle, Vice President, Business Development

Eric Dangle has over 25 years’ experience developing new business for corporations spanning a wide range of services to U.S. federal, foreign, and commercial clients. His expertise spans the full life cycle of acquiring new work from target identification, teaming, to proposal generation, pricing and submission including supporting project start-up. His operations experience includes managing multiple award fee projects that consistently received excellent fee ratings for a variety of agencies. Mr. Dangle oversees Pro2Serve’s business development efforts for the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) and related markets. Capture activities include monitoring industry trends, financial funding, and upcoming procurement actions pertinent to Pro2Serve’s interests.
