Sherry Browder has 35 years of leadership experience and a successful record of corporate and project management and business development, plus an active involvement in the Knoxville and Oak Ridge communities. She is an accomplished executive with energy and environmental Government contractors. She received ETEC’s 2018 Muddy Boot Award, given to individuals or groups that have helped build the community’s economic base. She currently serves on the Board of Directors and Executive Committee of the East Tennessee Economic Council (ETEC), and formerly for the Community Reuse Organization of East Tennessee (CROET) and the Foothills Land Conservancy. She is an alumna of Leadership Oak Ridge and Leadership Knoxville and formerly served on Leadership Knoxville’s Curriculum Committee. Ms. Browder oversees all corporate operations and also manages the cross-cutting functions of Contracts/Procurement, Project Controls, Human Resources, and Information Technology. Ms. Browder also serves as the CEO of ETAS and InVizion subsidiaries. She works with Division Managers and Project Managers to ensure they have the resources necessary to succeed in executing their projects. Ms. Browder leads Pro2Serve in providing services to DoD, DOE, NNSA, and other Federal agencies through offices strategically located nationally.
Mark Haub
Chief Financial Officer and Treasurer
Mark Haub, a Certified Public Accountant, earned his MBA in Marketing, Management & Strategy, and Finance from the Kellogg School of Management at Northwestern University and his BS in Accounting from Illinois State University. He has over 30 years of experience as a senior financial executive spanning government contracting, manufacturing, distribution, retail, public accounting, and higher education. Mr. Haub has negotiated terms to secure a multimillion-dollar equity capital infusion to fund corporate growth initiatives, led the substantial improvement of product and services bids through implementing market-driven bid processes, played key roles in the development and execution of strategic business plans that substantially improved cash flow and new product gross margins, and provided financial and operational leadership in an entrepreneurial venture resulting in substantial revenue growth.
Corey Pacer, PE, MBA

Corey Pacer has more than 25 years of program management and business development experience providing engineering, environmental, physical security, mission support, and information technology services to multiple federal agencies including USACE, AFCEC, NAVFAC, DOE, NNSA, NRC, NASA, EPA, and NGB. As a business development manager, Mr. Pacer brings more than 15 years of experience developing and maintaining robust pipelines, building key strategic relationships, and creating and executing strategic capture plans to successfully drive awards on opportunities including high profile task orders, critical recompetes, multiple award IDIQ vehicles, and complex, single award contracts. Mr. Pacer currently leads Pro2Serve’s business development efforts in both the DOE and DoD markets.
Will McDermott, JD, MBA

Will McDermott is a business and legal professional with over 17 years of experience spanning a range of activities including business development and proposal management, corporate and real estate transactions law, and management consulting. He is responsible for the integration of all Operations and Business Development efforts of the company, including directing all proposal efforts, developing pricing strategy, and leading monetization of Pro2Serve’s existing contracts portfolio. Holder of an active law license and advanced degrees in both law and business administration, Mr. McDermott is a highly analytical, detail-oriented leader with excellent writing, research, and financial modeling skills.
Del Baird, PE, PMP
Senior Vice President; Director of Engineering, Environmental, and National Security Programs
Del Baird has over 30 years of experience in project and program management with environmental, security, engineering, and engineering-related projects that include managing design/build projects, operations of groundwater treatment facilities, remedial investigations, remedial actions, feasibility studies, and D&D projects. He has managed numerous complex projects (valued up to $68M annually), at EPA, DoD, and DOE sites, and for private industry leaders. He is currently the director of Pro2Serve’s three operational divisions, bringing innovative solutions to our clients daily.
Dennis Morgan, PMP
Vice President; Director of Energy and Environmental Programs
Dennis Morgan has over 42 years of experience managing and performing nuclear, civil, environmental, and decontamination and decommissioning (D&D) design and construction projects. He has successfully managed more than 900 task orders ranging in value from a $10K design task to a $32.5M construction project with an approximate cumulative value of more than $300M, supporting DOE and DOE prime contractors on DOE programs (EM, NE, NNSA, and SC) at more than 12 DOE sites. In addition to directing Pro2Serve’s Energy and Environmental Programs, Mr. Morgan plays a key role in Pro2Serve’s support to the Huntington District, U.S. Army Corps of Engineers, Great Lakes and Ohio River Division mission to provide engineering and construction management services to the DOE, NNSA, National Science Foundation (NSF), Customs and Border Protection, Veterans Administration, other USACE Districts, and other federal agencies throughout the United States.
Ben Bigelow, PMP

Benjamin Bigelow is a retired U.S. Army Colonel with over 30 years of military experience and leadership, especially working for the U.S. Army Corps of Engineers (USACE). His military career included a variety of leadership posts such as: the Executive Director for Civil Works at USACE Headquarters; the Army North Engineer Director/ Facility Engineer for Joint Base San Antonio/Fort Sam Houston, TX; Deputy Commander and Acting Commander for the USACE Great Lakes and Ohio River Division in Cincinnati, OH; Battalion Commander for the 9th Engineer Battalion in Germany; and Division Chief for the Systems Engineering Division in the Defense Threat Reduction Agency. Mr. Bigelow leads Pro2Serve’s support to the Army, the Army Corps of Engineers, and other Department of Defense clients.
Jeff Alcorn, PE
Vice President; Engineering Manager
Jeff Alcorn has over 26 years of technical, supervisory, project management, and civil/environmental experience in preparing design construction packages and providing construction oversight. His experience in the NNSA arena includes contracts at Y-12 National Security Complex, Pantex Plant, Los Alamos National Laboratory, and Savannah River Site. His work has included projects involving nonproliferation, nuclear security and emergency response to protect and secure the nation’s nuclear material. Mr. Alcorn is responsible for providing day-to-day leadership in implementation of Engineering processes and procedures for the Division. He manages the engineering staff, provides various civil and structural designs and engineering projects, and directs and supervises efforts of personnel working within the engineering group.
Beth Pearson, PMP

Beth Pearson has over 20 years of diverse technical and engineering experience managing and executing multiple contracts and task orders, and has been with Pro2Serve for over 12 years. Her specific experience includes program and project management associated with environmental design, environmental field investigation and remediation, project controls and baseline management, estimating, regulatory document preparation, and D&D and construction projects within CERCLA, NEPA, RCRA, and UST regulatory frameworks at various DOE and DoD sites. Ms. Pearson is currently the Program Manager for Pro2Serve’s DOE Oak Ridge Office of Environmental Management Technical Support Services contract and is responsible for monitoring and maintaining performance of all resulting task orders.
Lesli Alcorn, CCM
Vice President; Director of Contracts
Lesli Alcorn has over 20 years of direct federal and commercial contract management experience, primarily with Department of Energy, U.S. Army Corps of Engineers, and General Services Administration contracts. Her experience includes direct interaction with contracting officers at the federal level, change order management, and subcontracting and procurement management on government contracts with a combined valued of ~$100M. She regularly supports proposal efforts on complex opportunities by writing contract, subcontract (including small business subcontract), and procurement management plans. She also manages business volumes for submittal to federal agencies. Ms. Alcorn brings combined management experience to comprehensively manage both small and large complex projects, such as IDIQ contracts with multiple task orders. Ms. Alcorn earned her Master’s Certification in Contract Management through The George Washington University School of Business in 2017.
John Lopez

John Lopez has over 35 years of experience in project and program management with environmental, engineering, and construction projects with major engineering/construction firms, and as a federal employee with the Department of Energy. His specific experience includes project controls, estimating, baseline management, and EVMS compliance for multi-million environmental remediation projects. Mr. Lopez is currently the Program Manager for ETAS’s DOE Portsmouth and Paducah Project Office Environmental Management Technical Support Services contract, responsible for Field Oversight, IT/Cyber, Safeguards and Security, Quality Assurance, Nuclear Safety, Records and Document Control, Administrative Services, Public Affairs, Project Controls, Planning and Budgeting, and Contract Administration.
Kristy Neckowicz, PMP

Kristy Neckowicz is an accomplished executive in the software industry, with a full breadth of experience from strategic planning, software product development, marketing, training, and support services, to customer relationship management. She is a proven leader with the ability to develop strategy to transform and grow organizations by leveraging technology, process, and human capital. Ms. Neckowicz is responsible for the overall strategy and operations of Pro2Serve subsidiary InVizion LLC, a software company dedicated to effective Program/Portfolio Management and Program Integration. She leads the organization’s strategy, business planning processes, and development of enterprise program management software products, and is accountable for organization operations and performance.
Rusty Hall, MHRD, SHRM-CP

Rusty Hall brings more than 25 years of human resources (HR) and recruiting experience in both federal and commercial sectors. He is responsible for HR for all national offices and all of the company’s subsidiaries. He is tasked with strategic human resource development, managing both HR and Recruiting Department employees, while driving department planning, policies, and retention strategies. Mr. Hall works to cultivate and maintain relationships as he: maintains and develops HR IT systems; coordinates with payroll; guides insurance and benefits management; helps lead in Service Contract Act compliance; and, serves as Affirmative Action Plan Officer, EEO and OFCCP Officer, and Retirement Benefits Plan Administrator. He also leads in recruiting and intern staffing programs planning, HR issue resolution and compliance (including FMLA), and employee relations and retention planning.
Dr. L Barry Goss
Chairman and Founder
Dr. L. Barry Goss is Pro2Serve’s founder and Chairman of the Board. He has more than 40 years of experience leading businesses that provide professional engineering services to government and private industry. Prior to founding Pro2Serve, he built two other very successful professional services business units at Battelle Memorial Institute and Science Applications International Corporation (SAIC). Dr. Goss also established several technology subsidiaries of Pro2Serve and founded and served on the Board of Directors of numerous other community and business organizations.
Dr. Robert Van Hook
Board Member
Dr. Robert Van Hook is the former President of Lockheed Martin Energy Systems (LMES). In that role, he guided operations of the Oak Ridge Y-12 Plant for DOE. Prior to joining LMES, Dr. Van Hook served as Executive Vice President of Lockheed Martin Energy Research Corporation. He spent more than 29 years with Oak Ridge National Laboratory (ORNL) in such roles as Deputy Director, Director of Environmental Sciences Division, and Director of the Center for Global Environmental Studies. He is a fellow in the AAAS, Chairman of the Board of Directors of Foothills Land Conservancy Foundation, and serves on the boards of the East Tennessee Economic Council, UT-Battelle Development Corporation, and Oak Ridge Foundation.
Alan Wade

Alan Wade serves as President of Wade Associates, Inc. Following a 35-year career, he retired from federal service as the Chief Information Officer (CIO) for the U.S. Central Intelligence Agency (CIA) in 2005. During his tenure with the CIA, he held other senior positions, including serving as the Director of Communications and Director of Security. In his assignment as CIO for the CIA, he was dual-hatted as the CIO for the U.S. Intelligence Community. He is a recipient of the National Intelligence Distinguished Service Medal, Director’s Medal, and Distinguished Intelligence Medal.
Mr. Wade is currently an investor in early-stage technology companies and serves on the board of directors of several companies that are focused on serving the National Security community.
Gerald Boyd
Board Member
Gerald Boyd is the former Vice President of Strategic Business Development, Nuclear and Environmental Group, Technical Solutions, a division of Huntington Ingalls Industries (HII). In that role, he was responsible for business development for three HII entities: HII Nuclear, HII Energy and HII Mechanical. Prior to joining HII, Mr. Boyd was Manager of the DOE Oak Ridge Operations Office (ORO) for eight years. Before heading up the DOE Oak Ridge Office, he managed ORO’s EM and waste management programs. Previously for DOE Headquarters, he served as Deputy Assistant Secretary for Science and Technology in the Office of Environmental Management, and was the Associate Deputy Assistant Secretary for Science and Technology and Director of the Transportation, Emergency Management and Analytical Services Division. He is a member of the Boards of Directors of the Habitat for Humanity of Anderson County, East Tennessee Economic Council, Tennessee Valley Corridor, and Covenant Health System. He is a past Board Member of the Energy, Technology, and Environmental Business Association (ETEBA) and Community Reuse Organization of East Tennessee (CROET).
Lloyd Caldwell

Mr. Caldwell served as the senior civilian executive of the United States Army Corps of Engineers. He retired as the Director of Military Programs, where he was responsible for the policy and technical functions of the Corps’ worldwide Defense and International/Interagency programs for engineering, construction, real estate, and environmental activities in support of the Army, Air Force, Defense Agencies, other Federal Agencies, and foreign nations. As the top civilian leader for Defense and Interagency programs, he was responsible for a program valued at approximately $35B. He served on the Command Council for the 36,000-person agency. In his career, Mr. Caldwell was instrumental in executing infrastructure and engineering programs critical to the Nation and its allies, in the advancement of best practices in engineering and partnering with industry, and in developing the professionals of the Corps.
